Le Conseil estime que l’\u00e9mission parodique diffus\u00e9e fin d\u00e9cembre \u00abporte atteinte \u00e0 la dignit\u00e9 des victimes\u00bb du g\u00e9nocide.<\/strong><\/p>\n

Le CSA a adress\u00e9 une mise en demeure \u00e0 Canal+ pour un sketch parodique sur le g\u00e9nocide au Rwanda datant de d\u00e9cembre, qui, selon lui, portait atteinte \u00e0 la dignit\u00e9 des victimes, malgr\u00e9 son intention humoristique, a annonc\u00e9 le CSA mercredi. Fin d\u00e9cembre, Canal+ avait dit \u00abregretter\u00bb l\u2019interpr\u00e9tation de ce sketch, qui avait beaucoup choqu\u00e9 et fait l\u2019objet d\u2019une p\u00e9tition sur internet.
\nSur le m\u00eame sujet<\/p>\n

Lors de son \u00e9mission \u00abLe D\u00e9barquement\u00bb du 20 d\u00e9cembre 2013, Canal+ avait diffus\u00e9 une s\u00e9quence parodique intitul\u00e9e \u00abRendez-vous en terre inattendue\u00bb, cens\u00e9e se passer au Rwanda, au cours de laquelle deux c\u00e9l\u00e9brit\u00e9s et un animateur rencontraient un jeune Rwandais pr\u00e9sent\u00e9 comme un survivant du g\u00e9nocide, a rappel\u00e9 le Conseil sup\u00e9rieur de l\u2019audiovisuel.<\/p>\n

\u00abLe Conseil a consid\u00e9r\u00e9 que certains propos tenus dans cette s\u00e9quence portaient atteinte \u00e0 la dignit\u00e9 de la personne humaine, en d\u00e9pit du genre humoristique auquel elle entendait \u00eatre rattach\u00e9e\u00bb, indique le communiqu\u00e9.<\/p>\n

Un des personnages demandait \u00ab\u00e0 voir la carte du village ras\u00e9, pour \u00eatre s\u00fbr que tout le monde y \u00e9tait rest\u00e9\u00bb et ajoutait \u00abil y en a encore un paquet en pleine forme\u00bb, rappelle le CSA. En outre, un second personnage chantait \u00abMaman est en haut, coup\u00e9e en morceaux, Papa est en bas, il lui manque les bras\u00bb, une \u00abr\u00e9f\u00e9rence explicite, sur le mode de la d\u00e9rision, \u00e0 des corps de victimes d\u00e9c\u00e9d\u00e9es et de survivants mutil\u00e9s\u00bb, poursuit le CSA. Pour le Conseil, \u00abde tels propos sont en eux-m\u00eames et quel que soit leur contexte, attentatoires aux personnes frapp\u00e9es par un g\u00e9nocide\u00bb.<\/p>\n

Le 31 d\u00e9cembre, Canal+ avait d\u00e9clar\u00e9 que \u00abce sketch ne visait en aucun cas \u00e0 porter atteinte \u00e0 la m\u00e9moire de victimes du g\u00e9nocide rwandais\u00bb, mais \u00e0 \u00abcaricaturer et d\u00e9noncer l\u2019attitude de certains Occidentaux ne s\u2019int\u00e9ressant qu\u2019\u00e0 eux-m\u00eames, en arrivant dans un pays qui leur est totalement \u00e9tranger\u00bb.<\/p>\n

\u00abLe choix d\u2019un pays ayant connu une p\u00e9riode de massacres visait \u00e0 cr\u00e9er un contraste extr\u00eame entre la gravit\u00e9 des faits et l\u2019attitude d\u00e9sinvolte des suppos\u00e9s invit\u00e9s\u00bb, \u00abnous regrettons que ce sketch ait pu \u00eatre interpr\u00e9t\u00e9 autrement\u00bb, avait comment\u00e9 la cha\u00eene le 31 d\u00e9cembre.<\/p>\n

Dans une tribune dansLib\u00e9ration, l\u2019\u00e9crivaine rwandaise Scholastique Mukasonga, prix Renaudot 2012, et qui a perdu de nombreux membres de sa famille lors du g\u00e9nocide rwandais, avait d\u00e9nonc\u00e9 \u00abl\u2019innocence tranquille du racisme ordinaire\u00bb et s\u2019\u00e9tait dite \u00abindign\u00e9e\u00bb par ce sketch.
